Owner Builder Course Online: How Training Works in Australia

If you're planning to manage your own building project, one of the first things you may search for is an owner builder course online.
But can you complete an owner builder course online? What does the training involve? And does completing a course mean you're automatically approved to become an owner builder?
The answer depends on where in Australia you're building.
Owner-builder requirements are regulated separately by each state and territory. Western Australia, New South Wales, Queensland and Tasmania all have training requirements, but they don't operate in exactly the same way. Victoria uses a government study guide and mandatory eLearning assessment, while South Australia and the Northern Territory take different approaches again.
This guide explains how online owner builder training works across Australia, what to check before enrolling and what usually comes next.
Important: Owner-builder requirements change. Always confirm the current requirements with your state or territory authority before applying.

What Is an Owner Builder Course?
An owner builder course is designed to help prospective owner builders understand the responsibilities involved in managing their own building project.
Being an owner builder doesn't necessarily mean physically constructing the entire building yourself. Instead, an owner builder may take responsibility for organising and supervising the project, engaging trades and contractors, managing costs, coordinating work and making sure the project complies with applicable requirements.
Depending on the jurisdiction and course, owner builder training may cover topics such as:
work health and safety
construction planning
engaging and coordinating trades
contracts and documentation
reading plans and specifications
estimating and managing project costs
building approvals
site supervision
legal responsibilities
The exact training you need depends on the state or territory where you're undertaking the work.
Can You Complete an Owner Builder Course Online?
Yes, in several Australian jurisdictions.
Online owner builder training allows you to work through course material without attending a traditional classroom. However, whether online delivery is available isn't the most important question. What matters is whether the particular course or training pathway meets the requirements of the jurisdiction where you're building.
There isn't one Australian owner builder course that automatically satisfies the requirements of every state and territory.
For example, Western Australia allows applicants to demonstrate the required owner-builder knowledge by completing owner-builder training containing Western Australian-specific content within the previous 24 months. At least one applicant must also hold a general construction induction card, commonly called a White Card or recognised Blue Card.
Building in Western Australia? Owner Builder Institute offers online WA owner builder training designed around Western Australia's owner-builder requirements.
New South Wales operates differently. For work valued at more than $20,000, specified owner-builder education requirements apply, and applicants must also hold a current White Card or accepted equivalent.
That's why it's important to check your state's requirements before paying for an online owner builder course.
How Does an Online Owner Builder Course Work?
The exact process depends on the provider and jurisdiction, but online owner builder training commonly involves several stages.
1. Enrol online
You'll generally create an account and receive access to an online learning platform. Before paying, check exactly which jurisdiction the course has been designed for and whether it meets the requirements relevant to your owner builder application.
2. Complete the learning material
You'll then work through the course content. Depending on the provider, this could include written learning material, videos, diagrams, examples, activities and downloadable resources.
Online delivery can be particularly convenient because you can generally work through the material around your existing commitments rather than attending scheduled classroom sessions.
3. Complete the required assessment
Reading the course material doesn't necessarily mean you've completed the training. Depending on the course, you may need to complete quizzes, questions, activities, assessments or other evidence requirements. Assessment arrangements differ between jurisdictions and providers.
4. Receive evidence of completion
Once you've successfully completed the applicable requirements, the provider will issue the relevant evidence of completion. Keep it. If training forms part of your owner builder application, you may need to submit evidence of completing it to the relevant government authority.
5. Apply to become an owner builder
Completing an owner builder course does not make you an approved owner builder. Where your jurisdiction requires an owner-builder approval, permit, licence or Certificate of Consent, you must obtain that separately.
You may also need building or development approval, evidence of land ownership, a White Card and other supporting documents.
Owner Builder Course Requirements by State and Territory
There is no single national owner builder training system. Here's how the requirements currently differ around Australia.
Western Australia
Western Australia requires owner-builder approval before an owner builder can apply to their local government for the relevant building permit.
At least one applicant must demonstrate sufficient knowledge of the duties and responsibilities of an owner builder. One pathway is completing owner-builder training containing Western Australian-specific content within the previous 24 months. The same knowledge requirement also includes holding a general construction induction card — a White Card or recognised Blue Card.
Once owner-builder approval is granted, you have six months to apply to your local government for the building permit. The WA Government currently advises that owner-builder approval generally takes approximately six to eight weeks from lodgement.

New South Wales
New South Wales has more prescriptive education requirements.
An owner-builder permit is required where you intend to supervise or undertake applicable residential building work valued at more than $10,000 and you aren't contracting a licensed builder to supervise the work. Where the work is valued at more than $20,000, additional owner-builder education requirements apply.
The NSW education pathway specifies five units of competency. The NSW Government advises prospective students to check that the organisation delivering those units is a Registered Training Organisation (RTO). Owner-builder permit applicants must also hold a current White Card, or accepted equivalent evidence.

Queensland
Queensland requires an owner-builder permit if you want to undertake or supervise applicable building work valued at more than $11,000 including GST, with different rules applying to certain farm buildings.
One applicant must complete an owner-builder course or obtain an applicable exemption before applying. QBCC advises that owner-builder courses are offered by Registered Training Organisations and, depending on the provider, may be delivered online or in a classroom. The owner-builder course must have been completed within the previous five years.
Some projects also require asbestos-awareness training. This can apply where a building was constructed before 1990 and the work involves renovating, altering, extending, improving or repairing a building where asbestos may be present.
Owner Builder Institute does not currently offer a Queensland owner builder course.
Tasmania
Tasmania requires prospective owner builders to pay particular attention to the course they choose. Consumer, Building and Occupational Services (CBOS) states that only Tasmanian-approved courses are accepted for owner-builder applicants.
Its current approved-provider list includes courses delivered online, so completing owner builder training online is possible in Tasmania — but that doesn't mean any Australian online owner builder course will be accepted.
For most prospective owner builders, the approved training determination also requires construction-industry workplace health and safety induction training.
Owner Builder Institute is not currently an approved Tasmanian owner builder course provider.
Victoria
Victoria operates quite differently from states such as WA and Queensland.
If the total cost of domestic building work is more than $20,000, an owner builder generally needs a Certificate of Consent from Victoria's Building and Plumbing Commission, subject to the applicable rules and exemptions. The $20,000 threshold is current as at September 2026.
Rather than simply choosing a commercial owner builder course, Victoria provides an official Owner-Builder Information and Study Guide and a mandatory government eLearning assessment. The main applicant must successfully complete the eLearning assessment. Once completed, a unique Certificate of Completion Code is generated and used in the Certificate of Consent application.
Victoria also requires owner builders to complete construction induction training and hold a current White Card.
Other eligibility restrictions apply. For example, applicants generally cannot have been issued an owner-builder building permit for a different property within the previous five years, subject to specified exceptions.
So if you're searching for an “owner builder course online Victoria”, the pathway is different: the required owner-builder knowledge assessment is provided through the Victorian government system.
South Australia
South Australia doesn't require owner builders to hold formal trade qualifications simply to undertake owner-builder work. However, specialist work such as plumbing, gas fitting and electrical work remains subject to its applicable licensing requirements. Owner builders still take responsibility for the overall building project and need the relevant approvals.
There are also important rules when engaging contractors. If you contract out building work costing $20,000 or more, the tradesperson must have a written contract with you. Where council approval is required, the contractor must also take out the applicable building indemnity insurance; an owner builder cannot personally take out that insurance.
There are restrictions intended to distinguish genuine owner building from operating a building business. For example, SAFA states that a person who sells or rents two or more buildings they have built or improved within five years is considered a building work contractor unless they can establish otherwise.
Australian Capital Territory
The ACT requires owner-builder licensing. To be eligible, you must generally have completed an owner-builder course within the previous five years, unless you hold an active ACT Class A, B or C builder licence.
You must also be the lessee of the block, satisfy the applicable home-use requirements and have an active building approval for the work covered by the owner-builder licence. The ACT Government currently identifies approved owner-builder course providers on its construction licensing page.
An important limitation is that an ACT owner-builder licence does not authorise specialist building work such as demolition or swimming pool construction.
Northern Territory
The Northern Territory takes another approach. If you want to build or extend your home with applicable work valued at more than $25,000, you must apply for an owner builder certificate.
The NT pathway doesn't direct applicants to a conventional commercial owner builder course. Instead, applicants must follow the NT owner-builder requirements, including the relevant manual and application process.
An owner builder certificate is not a building permit. It applies to one block of land for three years and can be renewed for another three years. You can only hold one certificate at a time, and generally must wait six years from the issue of your previous certificate before applying for another property.
There are also restrictions on the types of development that can be owner-built. Duplexes, townhouses, flats and units cannot be constructed, extended or renovated under the NT owner-builder pathway. Residential building insurance requirements also need to be addressed before the applicable building permit process.
Is an Online Owner Builder Course Nationally Recognised?
Don't assume that because an owner builder course is delivered online it is automatically nationally recognised training. Online delivery and nationally recognised training are two different things.
Some jurisdictions require particular nationally recognised units of competency. NSW is a good example: its owner-builder education requirement specifies five units of competency, and the NSW Government tells prospective students to make sure their training provider is an RTO. Other jurisdictions operate differently.
Before enrolling, check:
which state or territory the course is designed for
whether your jurisdiction requires a particular course or provider
whether nationally recognised units are required
whether there is a time limit on how recently training must have been completed
whether you also need a White Card
what evidence you'll receive when you finish
Do I Need a White Card as Well as an Owner Builder Course?
Depending on your jurisdiction, yes. An owner builder course and a White Card are not the same thing. A White Card relates to general construction induction training. Owner builder training focuses on the responsibilities associated with managing your own building project.
For example, WA requires at least one applicant satisfying the owner-builder knowledge requirement to hold the relevant construction induction card. NSW requires owner-builder permit applicants to hold a current White Card or accepted equivalent. Victoria also requires owner builders to undertake construction induction training.
How Long Does an Online Owner Builder Course Take?
There isn't one standard course duration across Australia.
The time required depends on factors such as:
your jurisdiction
course content
assessment requirements
whether nationally recognised units are involved
the provider's delivery model
how quickly you work through the material
Don't choose an owner builder course solely because one provider advertises the shortest completion time. The important question is whether the training meets the requirements relevant to your application and properly prepares you for the responsibilities you're taking on.
What Happens After Completing Owner Builder Training?
Training is only one part of becoming an owner builder. A simplified pathway might look like this:
Plan your project → check your jurisdiction's owner-builder requirements → complete required training → obtain your White Card where required → prepare your application → obtain owner-builder approval/permit/licence → obtain the required building approvals → begin construction.
The exact order varies between jurisdictions.
And becoming an owner builder means taking on genuine responsibility for the project. For example, NSW states that an owner builder is responsible for the building work just as a fully licensed builder would be, while appropriately licensed tradespeople must still be used for work requiring a licence.
Choosing an Owner Builder Course Online
Before enrolling in an online owner builder course, start with the requirements of the government authority responsible for owner builders where you're building.
Check:
Is the course designed for my state or territory?
Does the provider meet any government or RTO requirements that apply?
What assessments will I need to complete?
What evidence will I receive when I finish?
Do I also need a White Card or other training?
Will my training still be current when I apply?
That final question matters. WA's training pathway requires WA-specific owner-builder training completed within the previous 24 months, while Queensland requires the applicable owner-builder course to have been completed within the previous five years.

Online owner builder training can make preparing for an owner builder project considerably more convenient. But “online” isn't the compliance test. The important thing is completing the right training for the jurisdiction where you intend to build.

Frequently Asked Questions
Can I do an owner builder course online?
Yes. Several Australian jurisdictions allow owner builder training to be delivered online. However, each state and territory sets its own requirements, so an online course accepted in one jurisdiction may not satisfy another.
Is there one owner builder course for all of Australia?
No. There is no single owner builder course that automatically satisfies every Australian state and territory. Owner-builder training, approval and licensing requirements are regulated separately.
Do I need a White Card to become an owner builder?
It depends on the jurisdiction. NSW requires owner-builder permit applicants to hold a current White Card or accepted equivalent, while WA requires at least one applicant satisfying the owner-builder knowledge requirement to hold the relevant construction induction card. Victoria also requires construction induction training for owner builders.
Does Victoria have an online owner builder course?
Victoria uses a government Owner-Builder Information and Study Guide and eLearning assessment rather than simply requiring applicants to choose a commercial owner builder course.
For applicable domestic building work costing more than $20,000, an owner builder generally needs a Certificate of Consent. The main applicant must successfully complete the government eLearning assessment, which generates a unique Certificate of Completion Code used in the application process.
Does completing an owner builder course make me an approved owner builder?
No. Completing required training is only one part of the process. If your jurisdiction requires an owner-builder approval, permit, licence or Certificate of Consent, you must obtain that separately before undertaking work for which that approval is required.
